The Community SWEEP Programme theory of change simply stated is as follows: Guided by its Vision and Mission, Community SWEEP hypothesizes that the one-stop-center approach operationalized through Social entrepreneurship (SWEEPreneurs) ,Rigorous Impact Evaluated Innovative Direct Service delivery and Results-Based Fnancing will substantially contribute to measurable outputs and outcomes towards the realization of the United Nations (UN) Social Development Goals 2015-2030 Agenda in Uganda . It will then fall to research and evaluation to test the above theory of change. The agents of change include: internally (Community SWEEP Programme volunteers, and motivated staff) , and externally : responsive national and international partners to support the Community SWEEP programming efforts plus targeted Uganda Local goverments , community CSOs and CBOs groups willing to contribute both resources, and time with positive attitudes .
